This is handy when you are entering price and rate information directly from a shipper's rate table, but need to add a charge to cover the cost of packaging. Each row of the table has a ceiling. The ceiling is the highest price that qualifies for that row. For example, if you charge $7 shipping for orders pricing from $20 to $40, then the ceiling for that row would be 40. (the 'floor' is assumed to be the ceiling of the previous row).
