Youval Kuipers has been saying that he feels grappling should be given longer to run than in the rule set as it stands, but as a couple of people, Anders and Oz to name a couple have said they like to see them extended, I'll post this here for the debate...
I'm, sorry I don't have the prior posts to these, maybe Youval will come and comment.

I think the best thing I can do is put it on some forums, one simple concern I have is that if dominane changes in the fight you quickly can get long running. Or not also their are two ways to go with the grappling.one to remove the stricture of being responsable for the others safety, which could get messy, if we keep it on the other hand it kind if makes it more likely the counter grappler will get a hard throw in. Still not sure but I'll pop it on forums soon and see what feedback is, any additional thoughts before I do?

About dominance:
I think it's always fair do give the defendant a chance to take controll over the situation. There should, however be limits to the length of a grapple. So if you limit the grapple to 10 seconds for the attacker and if the defender takes over, 10 seconds for him. you'd never have a wrestle for onger than 20 seconds.
By the way, 10 seconds is just a number. I can imagine the same scenario, but with a little less time.
About safety:
Allthough I am aware of the issues, I'm afraid too much empahsis on safety will distort the style. I think it is up to the trainers to make sure their pupils learn how to fall safely. This, together with an appropriate and safe competition surface (some kind of martial arts mats), will also prevent a lot of injury.
Personally I hate these situations in which my opponent says: I couldhave hit you if I wanted, but because I held my blow back, it didn't happen. I'd rather had been seriously attacked to be sure.
Anyway, I think it's possible to find a sort of mid-way in which an attacker can still throw relatively safely without risking a takeover. This is something which needs to be trained, however.
Thanks for posting my suggestion!
Cheers,
Youval
