No, you have a small mis-understanding. Creating an official ARMA study group is a little more specific. Three or more ARMA members may start a study group with direct permission from the ARMA director, John Clements. Therefore, all three of you must first become ARMA members, then you can request permission from John Clements to create the new ARMA study group.
