Check with the director, John Clements, first before posting anything on YouTube. I think JC wants to ensure that ARMA members only post quality videos and not a bunch of crap like so much of what is seen on YouTube.
Remember that what you post to the public reflects upon the whole organization!
As for ensuring quality videos--do you also mean the videos already posted in the videos section of the public ARMA webpage?
Essentially, posting those on youtube is just bringing the same public material to a more accessed area, so I don't see how it would be a matter of "quality" unless you mean technical quality.
