i'm sorry to be political here, but this is why gun control doesn't work.
futhermore, based on the same logic, it is futile for the international community to try and control WMD (improvised nuclear, chemical, biological, radiological weapons). it is extremely easy to improvise these weapons from legitimate commercial products. furthermore, improvised bombs made from nitrate fertilizer and conventional HE are very easy to make.
so the point is, why not focus on apprehending the terrorists/criminals themselves? due to the amorphous and dynamic nature of the threat they pose, it is inefficient to control their means of attack.
